Edna Mahan Correctional Facility & Hunterdon Developmental Center

The largest ESIP project awarded by the State, the EMCF and HDC campuses are located adjacent to one another in rural Hunterdon County. The two campuses were served by a central CHP plant until 2014 when HDC installed individual boilers in its buildings, significantly reducing the thermal load and eliminating the cost and energy efficiencies delivered by the CHP technology. In addition to the challenges of replacing aging infrastructure and buildings, the project also presented the challenge of working in a maximum-security prison and a facility for developmentally disabled adults.

After a comprehensive analysis at EMCF, DCO recommended individual ‘boilers-in-a-box’ to achieve implementational, operational and energy efficiencies while maintaining uninterrupted electric and thermal service to each facility. At HDC, a unique ECM such as non-flicker LED lighting provided improved lighting quality.
